The air pollution particularly the high level of fine dust is frequently experienced in almost all the area in South Korea which is a combination of internally generated and externally generated(from China). Basically, for air pollution control abatement, engineering control measure should be the first priority followed by administrative control measures and last is the wearing of personal protective equipment which for this particular case is the dust mask.
Internally generated in Korea
1. Engineering control measures: The best is to eliminate the source, minimize the use of fossil fuel(esp. coal) and strictly promote renewable energy.
Manufacturing plants/industries: all exhaust should be required to have electrostatic precipitator, cyclone, etc. and connected to continous online monitoring
Vehicles: regular vehicle inspection of flue gas/exhaust
2. Administrative control:
In case of hazardous level of fine dust and ultra fine dust the following are recommended:
1. Cloud seeding to initiate raining
2. Install cyclones
Externally Generated Fine Dust from China
1. There should be an air pollution control measure agreement between 2 countries to ensure that South Korea will not have a hazardous air quality.
1.1 Sharing of technological advancement with China regarding air pollution control measures and standard for air quality.
1.2 South Korea government should ban non-compliance Chinese companies(polluter) doing business in Korea as well as impose penalties to South Korean companies who is a share holder of companies in China violating the environmental regulation.
